Lagoom Living lays the foundation stone for Sevilla Este, the largest affordable rental housing project in Andalusia

Seville, 28 September 2026. Lagoom Living has laid the foundation stone for Lagoom Living Sevilla Este, the largest affordable rental housing project in Andalusia and one of the largest residential developments of its kind in Spain. The ceremony marks the start of a large-scale project for the city, driven by a public-private partnership and designed to expand the supply of affordable housing and create a new residential area in Seville East.

The project comprises 843 homes and involves an investment of 143 million euros. It is being led by Lagoom Living in partnership with Seville City Council and EMVISESA, with the support of the Regional Government of Andalusia, the Spanish Government and the Official Credit Institute (ICO). Of the total investment, 26 million euros comes from Next Generation EU funds, managed by the Regional Government of Andalusia as part of the Recovery, Transformation and Resilience Plan (PRTR), whilst 73.2 million euros is financed by the ICO.

The project is an example of public-private partnership capable of combining land, public resources, private investment and professional management to expand the supply of affordable rental housing.

The event, held this morning on plot R1, was attended by the CEO and director of Lagoom Living, Javier Braza Delgado; the President of the Regional Government of Andalusia, Juanma Moreno Bonilla; the Spanish Government’s delegate in Andalusia, Pedro Fernández Peñalver; and the Deputy Mayor and Councillor for Urban Planning, Environmental Protection, Heritage and Housing, Juan de la Rosa.

The development comprises 691 two- and three-bedroom social housing units intended for affordable rent and 152 transitional accommodation units, spread across a residential complex situated next to the Seville Conference and Exhibition Centre (FIBES).

The project, designed by HCP Arquitectos, also includes 724 parking spaces and over 6,000 square metres of green spaces featuring native vegetation, alongside a wide range of communal areas designed to foster a sense of community and enhance the residential experience. These include a swimming pool and pool bar, gyms and sports areas, co-working spaces, reading, music and performance rooms, a play centre, outdoor children’s play areas, a pet spa, launderettes and eco-parking.

The CEO and director of Lagoom Living, Javier Braza, emphasised that “we are laying the foundation stone for much more than just a residential complex. We are launching a new way of understanding how housing can be created and, above all, how a city can be built. Sevilla Este stems from the combined capabilities of public authorities and the private sector, but its true value will lie in the opportunities it creates for people and in the positive transformation of its surroundings.”

Javier Braza pointed out that Lagoom Living’s objective “is not merely to add new units to Seville’s housing stock. “We want to enhance a strategic area of the city and develop a high-quality, sustainable environment designed to stand the test of time, where architecture, communal spaces and energy efficiency are all part of a single approach to housing.”

Lagoom Living Sevilla Este has been conceived with a holistic vision of residential development, in which architectural quality, sustainability and the creation of communal spaces form an integral part of the project’s design.

The development will have an energy rating of A and BREEAM ‘Good’ certification, and will incorporate solutions aimed at reducing energy consumption and environmental impact, such as photovoltaic installations, high-efficiency aerothermal systems, infrastructure for electric mobility and sustainable drainage systems.

Innovation for more efficient construction

The construction of Sevilla Este will be carried out by Sacyr and will utilise a building model based partly on industrialisation and prefabrication. Around 25 per cent of the development will be carried out using industrialised systems, with the use of prefabricated panel façades, drywall partitioning and modular bathrooms manufactured in industrial settings.

This methodology will optimise construction times, improve the precision of finishes and enhance safety during construction, as well as reducing waste generation and optimising the use of materials.

The project also adopts a comprehensive development and management model, covering all its phases, from development and construction through to the operation of the accommodation. Sogeviso will take on the operational management, using a professionalised model focused on residents’ needs.

A new residential area for Seville East

Beyond creating new affordable rental accommodation, Lagoom Living Seville East represents an urban regeneration project in a strategic area for the city. Its location, next to the Seville Conference and Exhibition Centre (FIBES), will enable the creation of a new residential area integrated into the Seville East neighbourhood and connected to one of the city’s main hubs of activity.

The works, with an estimated duration of 28 months, will progress steadily until completion, scheduled for November 2028.
